Update On City Centre Issues

Norwich City Council is considering plans by the Environment Agency to improve the flood defences around the River Wensum between Thorpe Road and Whitefriars. The proposed works include waterproofing walls, some new walls, road and path raising and the installation of some floodboards. A masterplan for the future of Anglia Square and the surrounding area is being developed by the City Council. Residents and local businesses and organisations were asked for their views on the priorities for a Northern City Centre Area Action Plan. We will report the responses and the Council’s proposals when they are available. A further consultation on these proposals will take place next summer and the Council is keeping key stakeholders, including local businesses and residents' groups, informed of progress. Green Councillors have argued that the priorities for the area should include: initiatives to promote the independent businesses; highlighting Anglia Square as a good place for office space, to help regenerate the area; the protection of green spaces.

A revised planning application for a housing development on the Lind garage site (Ber Street) and Mariners' Lane car park is likely to be submitted in the new year. Many local residents expressed concern that the original application, for 164 flats, was too dense and would have overlooked existing properties as well as worsening traffic problems in the area. A fresh consultation with local residents will take place if and when a new application is received by the City Council.

Greens Are The Growing Force

The Green Party is the growing force in Norwich politics, having made four gains in the May 2006 City Council elections. This included two gains in Mancroft ward, which covers most of the city centre.

The nine Green Councillors provide a constructive opposition to the Labour administration at City Hall.

Investing Ethically

City Centre Residents' Groups

Green Councillors Adrian Ramsay and Howard Jago have been attending meetings of various city centre tenants' and residents' groups, and also the new street meetings with police and council officers. A range of local issues have been raised in these meetings for officers and councillors to take up. These include litter and fly-tipping, recycling, traffic problems and anti-social behaviour.

At a recent meeting of the Rouen Road group, concerns were raised about noise coming from the Waterfront club very late at night. Problems relating to pubs and other licensed premises should be reported to the City Council's Licensing Team on 212760/1 or licensing@norwich.gov.uk. The team can then investigate whether or not licence conditions are being broken and take action if they are. If problems persist residents can request to the Licensing Team that a licence and its times and conditions be reviewed.

Incidents of anti-social behaviour should be reported to the City Council hotline on 212100 or asb@norwich.gov.uk. Reports made to the hotline help give council officers, the community wardens and the police a picture of where the problems are and where their help is most needed.
